I'm paying double for pretty much everything everyday in London, (well, it can't be a 'double' in British standard) but there are certain categories of necessities that I can buy cheaper than back home. This is another pack of beef I bought from Sainsbury's - it's a British version of... K-Mart? - and although this particular package is an import from the next door neighborhood, 'British' beef costs just about the same.<div style="text-align:center"><img class="image_mid" border="0" onmouseover="this.style.cursor='pointer'" alt="" src="http://pds10.egloos.com/pds/200811/09/21/c0015321_49165643b62f6.jpg" width="500" height="375" onclick="Control.Modal.openDialog(this, event, 'http://pds10.egloos.com/pds/200811/09/21/c0015321_49165643b62f6.jpg');" /></div>The point is, that I paid only 2.23 Pounds (some 4700 Korean Won or 3.6 US dollars) for 2 pieces of decent steak. Well, it's not some premium Sirloin and it doesn't have to be, because I can just be happy with these.   <div style="text-align:center"><img class="image_mid" border="0" onmouseover="this.style.cursor='pointer'" alt="" src="http://pds10.egloos.com/pds/200811/03/21/c0015321_490e9d758ef49.jpg" width="500" height="315.217391304" onclick="Control.Modal.openDialog(this, event, 'http://pds10.egloos.com/pds/200811/03/21/c0015321_490e9d758ef49.jpg');" /></div><span style="color:#000000;"><img src="http://pds1.egloos.com/pds/1/200601/12/21/c0015321_1943213.jpg" height=16 width=30 align="left">런던 물가에 대해서 할 말은 많지만 그 중에서 가장 살인적인 것은 단연 교통비이다. 서울에서 교통카드로 환승할인 받으면서 비싸네 어쩌네 할 것 같으면 런던 와서는 그냥 걸어다녀야 한다. 매번 현금 승차를 한다면 버스는 거리에 상관없이 1회 승차에 2파운드(4200원), 지하철은 서울과 비슷하게 런던도 1구역부터 9구역까지 거리에 따라 요금이 증가되는데 그 중에서 어지간한 시내 및 부도심이 커버되는 4구역 내 현금 승차는 4파운드(8400원)이다. 지하철 한 정거장을 가도 무조건 8400원인거다.<br />
그래서 런던 시민들도 웬만한 경우 교통카드를 충전해서 들고 다닌다. (영국에서는 핸드폰 또는 교통카드 등의 선불요금 충전하는걸 'charge'라 하지 않고 'top up'이라고 하는데, 동사와 명사 둘 다 된다) 교통카드로 찍고 타는 경우, 서울 같은 환승할인은 절대로 없지만 그래도 지하철은 1.5파운드~2.5파운드(3150원~5250원) 정도로 낮아지고 버스는 90펜스(1900원)에 탈 수 있다. 그런데 원화로 바꿔놓으면 입이 쩍 벌어질 요금이지만, 영국 체감물가 수준에서는 한국인이 서울 교통요금 느끼는 것과 별반 차이가 없다. 이들에게 90펜스는 900원, 2.5파운드는 2500원 정도의 느낌인 것이다. 이는 교통요금 뿐만 아니라 모든 면에서 그러하다. (따라서 일물일가의 법칙은 현실 세계에선 결국 개소리가 된다)<br />

I certainly have a lot to complain about the price level in London, of which the paramount is transportation cost. Back home in Seoul, we have this nice way of letting the holders of Seoul transport card transfer for free between metro and bus or vice versa up to 5 legs of journey, with only small additional charge depending on the length of the journey. Now in London, no such concept exists. (There's a 'Daily Capping,' but that's totally different)<br />
If you're paying cash evey time, then you're paying 2 British Pounds (some 3.2 US dollars) for a single bus ride. For metro - which you should call 'Tube' or 'Underground' - there's a zonal system, and the fare increases by zones 1 through 9. You can roughly say that most of key locations in Greater London fall within Zone 4, and one-way fare in cash within Zones 1~4 is 4 Pounds (6.4 dollars). If you take the metro for just one stop, the ticket is still 4 Pounds flat.<br />
Therefore, naturally, almost all of Londoners (who don't commute by bike) carry a transport card called Oyster Card. If you 'top up' (meaning 'adding value to' in England) your Oyster Card, now you pay only 1.5~2.5 Pounds (2.4~4 dollars) for the Tube and 90 Pence (1.44 dollars) for bus. Some non-British might feel that this is still expensive, but this is a nice deal in this country since what the locals feel about 2 Pounds is similar to what Americans feel about 2 dollars or, in my case, what I feel about 2000 Korean Won. (which is then 1 British Pound and close to 1.6 US dollars) And this perception holds for any other price in general. Therefore the 'Law of One Price' in our real, imperfect world becomes a total BS.<div style="text-align:center"><img class="image_mid" border="0" onmouseover="this.style.cursor='pointer'" alt="" src="http://pds13.egloos.com/pds/200811/03/21/c0015321_490e9d85ad6b3.jpg" width="500" height="314.229249012" onclick="Control.Modal.openDialog(this, event, 'http://pds13.egloos.com/pds/200811/03/21/c0015321_490e9d85ad6b3.jpg');" /></div>하지만 학생 신분이라면 학생용 교통카드를 따로 발급받아 사용할 수가 있는데, 이게 예술이다. 학생용이라고 해서 무조건 싸게 태워주는건 절대로 아니고, 종량제 방식으로 탈 때마다 돈을 내겠다고 하면 일반 성인과 똑같은 요금을 지불해야 한다. 다만 학생용 교통카드에는 학생 정기권을 충전시킬 수가 있는데, 일반 요금의 30%를 할인해주는 것이다. 이것도 지하철까지 포괄하는 정기권은 구역에 따라 최소 월 65파운드(13만6500원)부터 시작하는 반면, 내가 사용하는 버스 정기권은 월 35파운드(73500원)이면 쇼부를 칠 수 있다. 한 달에 최소 20일을 통학한다고 치고 주말에도 도서관에 가거나 또는 기타 목적으로 돌아다닐 일이 생기니까 넉넉잡고 20여회를 더하면 약 60번 정도 버스를 타게 되는 셈이고 나눗셈을 해 보면 건당 58펜스, 약 1230원 정도에 버스를 타는 셈이다. 게다가 정액권이니 몇 번을 갈아타든 상관이 없다. 아니, 오히려 걸어갈 만한 거리도 버스를 타고가게 되는게 사람 심리다. 관광객 신분이라면 혀를 내두를 물가수준이지만, 생활인으로서 살다 보면 또 어찌어찌 살게끔 되어 있는 셈이다.<br />
However, you can even get a better deal if you're a full-time student in this city. With your enrollment record, you can apply for a Student Photocard which gives you 30% reduction on monthly passes (but not on out-of-pass-coverage regular journey). For example, you can charge a monthly student bus-only pass on your ID-looking Photocard with 30% reduction, but you'll have to pay the full Oyster adult fare if you're taking the Tube. A monthly pass for the Tube depends on zone coverage, and it starts from 65 Pounds (104 dollars) a month. On the other hand, a monthly bus-only pass for student costs 'only' 35 Pounds (56 dollars). Assuming that I go to school for 20 days a month, as well as make several trips on weekends to the library or somewhere else, I might make about 60 journeys a month. Then by simple math, I'm paying 58 Pence (93 cents) per ride. Furthermore, being on a pass gives me an incentive to exploit by taking bus as often as possible even when I actually don't have to, which in turn, saves extra time and brings down the average cost of my ride. If I were a traveler here, I would be paying those ridiculous fares. But there's always a way to manage to live on, even in this city.</span>			 ]]>

<br />
지금 환율 차트를 가만히 보고 있으면 코스닥 작전주들 작전 초중반기 그래프가 연상된다. 개별 종목마다 편차는 있지만 작전주의 공통점은, 장기간의 안정세에서 어느날 갑자기 급등하기 시작하더니 상한가를 몇 번 쳐주면서 시장의 이목이 집중되고, 그러다가 작전 이전 평균가 대비 너댓 배 정도 되는 시점에서 일단 차익매물 쏟아지며 단기간에 개폭락을 겪는다. 그러나 차익매물만 소화되면 그때부턴 본 게임 들어가서 하늘 높은 줄 모르고 마구 뛰기 시작하는 거다. 천장이 어딘지는 얼마나 많은 바보들이 낚여서 수급을 보태주느냐에 따른 것이지 다른 변수들은 어지간해선 고려조차 되지 않는다.<br />
<br />
환율이란 어디까지나 이종 통화간의 상대가격인 터라 0 밑으로 빠질 수가 없는 주식시장과 메카니즘이 완전히 동일하다고 할 수는 없다. 상하한가도 없고, 해당 국가가 망하지 않는 이상 하루 사이에 두자리수 퍼센트로 널뛰기 하는 일도 드물다. 하지만 시각 데이터로 변환해본 원화 대비 타 통화 가치는 코스닥 개잡주 작전주 그래프와 너무도 닮아 있다. 통화 가치는 결국 그 나라의 가치를 간접적으로 보여주는 것이고, 이런 원화 가치 절하는 가히 막장테크라 불러도 손색이 없을 지경이다.<br />
<br />
시기가 시기인 만큼 세계 다른 통화들도 민감하게 오르락 내리락 한다지만, 등락폭 계산해보면 IMF에 구걸하러간 나라들 아니고서야 이 정도로 통화 가치가 훼손된 나라도 많지 않다. 즉, 남들은 이제 겨우 무릎까지 찼는데 한국은 혼자서 납덩이 메고 다이빙 중이라는 얘기다. 심리, 무역적자, 주식시장 외인자금 이탈 등등등... 얼키고 설킨 요인들 대자면 차고 넘친다. 하지만 귀결점은 하나다. 이건 하루 이틀에 벗어날 수 있는 막장이 아니라는 것. 한국이란 나라는 사람을 아주 학을 떼게 만드는 데 일가견이 있는 듯 하다.<br />

<br />
차트에서 보다시피 환율변동은 더더욱 예술이다. 앞서서 한창 상태 안좋을 때 작전세력주 개잡주 얘기를 한 적 있는데, 이것도 마치 세력들 빠지고 고점 찍은 바로 다음날 하한가 얻어맞는 모습이랑 너무 유사하다. 물론 내 개인의 이해관계는 환율이 밑도 모르고 빠져줄수록, 즉 원화 가치가 마구 올라줄수록 즐거워지는 위치이다. 하지만 객관적으로 나타난 시장 데이터만 보아도 이해관계를 떠나 그 출렁임 자체가 '어이가 없음'은 많은 이가 크게 다르지 않을 것이다. 물론 단타로 선옵에 디렉셔널 베팅 걸어서 하루만에 수십 수백억씩 긁어모은 후 싱글벙글인 인간도 없지는 않겠지만, 누구나 그게 그렇게 되는 건 아니다.<br />
<br />
결국에도 이번의 결론은 이렇게 될 수 밖에 없다. 변방국에서 종주국 화폐 좀 쌓아놓고 무슨 일이 닥쳐도 까딱없다고 큰소리 빵빵 쳐대다, 정작 밖에서 무슨 거대한 일이 터지자 사람들이 변방국까지 싸잡아 의심한 것만으로 진짜 일촉즉발의 위기로 발전해 버렸으며, 변방의 관리들이 무슨 장담을 하건 무슨 조치를 내놓건 시장에선 씨알도 안 먹히다가, 종주국이 지급보증 사인 한 번 해주니까 갑자기 시장에 화색이 돌며 갑작스럽게 안정되는 모습. 수출의존도네 뭐네 해서 그럴싸하게 포장되긴 했지만 한국은 역시나 죽었다 깨나도 변방은 변방인거다.</span>			 ]]>

It is ironic to note, on the other hand, that this 'ranking' can be worthless as statistics can be easily biased or manipulated depending on the criteria and sampling of the data. Anyone who learned statistics knows that. Nevertheless, I've never seen such a 'ranking' (of any kind, for that matter) simply disregarded by the general public for those statistical reasons as far as it is published by some well-known institution. And it is this general public's perception that determines so called 'reputation,' which in turn defines the relative social standing of a member of certain organization. No wonder why philosophers spend their lifetime trying to understand human perception.</span>			 ]]>

(이 전날은 미국 Dow-Jones 지수가 1만선 깨진 날이다.)<br />
정확히 1년 전 이맘때쯤 파운드 환율이 1850원대 였으니 1년 사이에 원화 대비 파운드 가치가 27% 상승했다는 얘기다. 미 달러화는? 915원 대에서 하락하고 있었다. 달러화는 1년 사이에 48% 가까이 오른 셈이다. 2006년과 같은 초고도의 버블기 아니면 웬만한 호황에도 중대형 주식이라도 50% 오르기는 쉽지 않은 일이다. 그럴진대 통화간의 상대가치가 50% 상승/하락? 그만큼 원화가 개막장을 달린다는 얘기다. 원화 가치는 결국 한국 경제 가치나 마찬가지고, 한국도 막장이란 얘기다.<br />
본국이 잘 나가줘도 힘든 일 많은 곳이 남의 나란데, 한국은 도대체가 인생에 도움이 안 된다. 이거 학위과정 마칠 때까지 버틸 수는 있을래나?<br />

		<title><![CDATA[ 3일 벼락치기는 역시 무리였나..? ]]> </title>

  <span style="color:#000000;">지난 9월초 출국 직전에 유학 준비하기도 바쁜 와중에 벼락치기로 시험을 본 게 있었다. 흔히 증권FP로 통칭되는 증권업협회의 금융자산관리사 시험. 주관은 증권업협회지만 영역으로 보면 PB쪽에 가까운 시험이다. 까놓고 PB 업계에서는 미국 CFP 아니면 자격증으로서는 쳐다도 안보지만, 정작 관심분야 시험은 11, 12월이고 벼락치기로 볼 만한 건 이거 밖에 없었다.<br />
이미 증권투자상담사와 선물거래상담사는 각각 4일 벼락으로 보고 들어가서 턱걸이조차 필요없이 널럴하게 붙었지만, 9월 첫 주는 다른 시험과는 달리 유학 준비 작업이 진행되던 중이어서 공부에 전념할 상황은 아니었던 게다. 그리고 모든 일이 그렇듯이 미리미리 완벽하게 준비한답시고 부산 떨어도 정작 날짜가 다가오면 이상하게 해야 할 일들이 갑자기 많이 생겨난다. 그러다보니 공부는 띄엄띄엄 하게 되고, 정작 책을 들여다본건 시험 직전 3일 정도였다.<br />
그래도 시험 볼 때는 '생각보다는' 까다롭지 않다 싶어서 70% 턱걸이 선에 걸려 주기를 내심 바라고 있었다. 영국 도착한 후 날짜가 되어 결과를 까보니... 웬걸. 자산관리와 자산운용 및 전략 같은 기술 파트는 합격점인데 법률 및 세제에서 4점이 모자라서 불합격이랜다. 1문제 당 1점이니 4문제만 더 맞추면 되었을 터이다.<br />
어떤 사람들은 수십만원 강의 들어가며 두어 달씩 공부하는걸 3일 벼락치기 하고 들어가서 이정도 한 걸 잘했다고 해야 하는건지, 불합격은 어쨌든 불합격이니 못했다고 해야 할지 감을 못잡겠지만, 벼락치기 하면서도 각종 규정과 세제 부분이 시험치기 더럽다는 느낌은 들었다. 시험 보면서 미심쩍은 거 여러 개를 답을 고쳤었는데 그게 '나가리' 난 걸까?<br />
어쨌든 돈 들이고 시간 들여서 본 시험이니 기왕이면 합격 했으면 나았을 테지만, PB쪽은 1차 관심분야가 아니라는 걸 알고 들어간 시험이라 실망감도 그다지 크지 않다.<br />

Despite pressure from supporters, not enough members were willing to take the political risk just five weeks before an election.</p><p class="textBodyBlack" itxtvisited="1"><font size="+0"></font>Ample no votes came from both the Democratic and Republican sides of the aisle. More than two-thirds of Republicans and 40 percent of Democrats opposed the bill.</p><p class="textBodyBlack" itxtvisited="1"><font size="+0"></font>The overriding question for congressional leaders was what to do next. Congress has been trying to adjourn so that its members can go out and campaign. And with only five weeks left until Election Day, there was no clear indication of whether the leadership would keep them in Washington. Leaders were huddling after the vote to figure out their next steps.</p><p class="textBodyBlack" itxtvisited="1"><font size="+0"></font>A White House spokesman said that President Bush was "very disappointed."</p><p class="textBodyBlack" itxtvisited="1"><font size="+0"></font>"There's no question that the country is facing a difficult crisis that needs to be addressed," Tony Fratto told reporters. He said the president will be meeting with members of his team later in the day "to determine next steps."</p><p class="textBodyBlack" itxtvisited="1"><font size="+0"></font>"Obviously we are very disappointed in this outcome," Fratto said. ". There's no question that the country is facing a difficult crisis that needs to be addressed. The president will be meeting with his team this afternoon to determine the next steps and will also be in touch with congressional leaders."<br />
</p><p class="textBodyBlack" itxtvisited="1"><font size="+0"></font>Monday's mind-numbing vote had been preceded by unusually aggressive White House lobbying, and spokesman Tony Fratto said that Bush had used a "call list" of people he wanted to persuade to vote yes as late as just a short time before the vote.</p><p class="textBodyBlack" itxtvisited="1"><font size="+0"></font>Lawmakers shouted news of the plummeting Dow Jones average as lawmakers crowded on the House floor during the drawn-out and tense call of the roll, which dragged on for roughly 40 minutes as leaders on both sides scrambled to corral enough of their rank-and-file members to support the deeply unpopular measure.</p><p class="textBodyBlack" itxtvisited="1"><font size="+0"></font>They found only two.</p><p class="textBodyBlack" itxtvisited="1"><font size="+0"></font>Bush and his economic advisers, as well as congressional leaders in both parties had argued the plan was vital to insulating ordinary Americans from the effects of Wall Street's bad bets. The version that was up for vote Monday was the product of marathon closed-door negotiations on Capitol Hill over the weekend.</p><p class="textBodyBlack" itxtvisited="1"><font size="+0"></font>"We're all worried about losing our jobs," Rep. Paul Ryan, R-Wis., declared in an impassioned speech in support of the bill before the vote. "Most of us say, 'I want this thing to pass, but I want you to vote for it&nbsp;- not me.' "</p><p class="textBodyBlack" itxtvisited="1"><font size="+0"></font>The fear in the financial markets send the Dow Jones industrials cascading down by over 700 points at one juncture. As the vote was shown on TV, stocks plunged and investors fled to the safety of the credit markets, worrying that the financial system would keep sinking under the weight of failed mortgage debt.</p><p class="textBodyBlack" itxtvisited="1"><font size="+0"></font>"As I said on the floor, this is a bipartisan responsibility and we think (Democrats) met our responsibility," said House Majority Leader Steny Hoyer, D-Md.</p><p class="textBodyBlack" itxtvisited="1"><font size="+0"></font>Asked whether majority Democrats would try to reverse the stunning defeat, Hoyer said, "We're certainly not going to abandon our responsibility. We'll continue to focus on this and see what actions we can take."</p><p class="textBodyBlack" itxtvisited="1"><font size="+0"></font>Several Republican aides said House Speaker Nancy Pelosi, D-Calif., had torpedoed any spirit of bipartisanship that surrounded the bill with her scathing speech near the close of the debate that blamed Bush's policies for the economic turmoil.</p><p class="textBodyBlack" itxtvisited="1"><font size="+0"></font>Without mentioning her by name, Rep. Adam Putnam, R-Fla., No. 3 Republican, said: "The partisan tone at the end of the debate today I think did impact the votes on our side."</p><p class="textBodyBlack" itxtvisited="1"><font size="+0"></font>Putnam said lawmakers were working "to garner the necessary votes to avoid a financial collapse."</p><p class="textBodyBlack" itxtvisited="1"><font size="+0"></font>But the defeat was already causing a brutal round of finger-pointing.</p><p class="textBodyBlack" itxtvisited="1"><font size="+0"></font>"We could have gotten there today had it not been for the partisan speech that the speaker gave on the floor of the House," House Minority Leader John Boehner said. Pelosi's words, the Ohio Republican said, "poisoned our conference, caused a number of members that we thought we could get, to go south."</p><p class="textBodyBlack" itxtvisited="1"><font size="+0"></font>Rep. Roy Blunt, R-Mo., the whip, estimated that Pelosi's speech changed the minds of a dozen Republicans who might otherwise have supported the plan.</p><p class="textBodyBlack" itxtvisited="1"><font size="+0"></font>Rep. Barney Frank, D-Mass., scoffed at the explanation.</p>"Well if that stopped people from voting, then shame on them," he said. "If people's feelings were hurt because of a speech and that led them to vote differently than what they thought the national interest (requires), then they really don't belong here. They're not tough enough." <p class="textBodyBlack" itxtvisited="1"><font size="+0"></font>More than a repudiation of Democrats, Frank said, Republicans' refusal to vote for the bailout was a rejection of their own president.</p><p class="textBodyBlack" itxtvisited="1"><font size="+0"></font>"The Republicans don't trust the administration," he said. "It's a Republican revolt against George Bush and John McCain."</p><p class="textBodyBlack" itxtvisited="1"><font size="+0"></font>In her speech, Pelosi had assailed Bush and his administration for reckless economic policies.</p><p class="textBodyBlack" itxtvisited="1"><font size="+0"></font>"They claim to be free market advocates when it's really an anything-goes mentality: No regulation, no supervision, no discipline. And if you fail, you will have a golden parachute and the taxpayer will bail you out. Those days are over. The party is over," Pelosi said.</p><p class="textBodyBlack" itxtvisited="1"><font size="+0"></font>"Democrats believe in a free market," she said. "But in this case, in its unbridled form, as encouraged, supported, by the Republicans&nbsp;- some in the Republican Party, not all&nbsp;- it has created not jobs, not capital. 'Connected' or otherwise 'bounded together' has two notions; everybody can be 'band of brothers' so that one of them missteps, others can pull him up. OTOH, if it's the heaviest that fell overboard, the rest go down as well.<br />
It's ironic to notice, when you look back on the history of modern economy, that in times of economic crisis or chaos, oftentimes an effective solution wasn't quite 'economic' at all. Is humanity going to witness another global bloodbath within a decade? Well, nobody in 1920s thought there could ever be the second world war when they've just finished the first one. Don't we call it 'The Wheel of History'?</span>			 ]]>
